August 8, 2006 Ben Bernanke has stated he may raise interest rates again.   I believe he will and this is not a marketing tactic just the truth.  The future outlook is that they will raise one more time and than let the dust settle til 2007. When they will start up again outlook is to be in the range of 7.5 to 8 by 2008.  So is locking in a good thing? A) Yes.  Is buying a good thing? A) Yes.
